2. 1/32 I think. You can get it at the first try or at the 100th (the 1/32 resets every time you load the game).
3. In my experience, it doesn't make a difference at all. I increased and decreased the bills several times looking for the best chance but in the end I got it with no bills passed.
4. You see higher rewards the higher the item rank is. Never noticed if stronger bills made a difference.
5. I found this to be 100% random. I got several rare and legendary Nirvana's (stealing) in common rank 38-39 items and at times nothing at all on rank 40-41 items.
Until you get a lv5K+ (transmigrated a few times), don't bother with rank 39-40 item world with strong bills passed since it will take too long to progress. Due to the random nature of the game, you have higher chances of getting the good stuff at lower levels rather than taking higher ones, simply because lower levels are more time effective (more runs in the same time).
Correct. There are 256 possible rarity values, and under normal circumstances, each has the same chance of appearing. The first eight of these values (0 to 7) bestow Legendary status (1/32 chance), the next 24 (8 to 31) are Rare (3/32 chance, or roughly 1/10), and everything else (32 to 255) is Normal (7/8 chance).
Exceptions are R40+ weapons, which never spawn with a rarity value above 7 and thus are always Legendary.
Training a unit up to level 25 in spear skill and then speaking to Longinus in the castle will also grant a Longinus weapon (R39) that is guaranteed to be Legendary. Very handy, since odds are by the time you've used that to get the R40 spear, Glorious, you'll have obtained at least one other Legendary R39 of some other weapon class to work on.
Also worth noting that the Apocalpyse (R40 axe) can be stolen during one of the Demonhall Mirror maps, so there's little point in levelling a Legendary Durandal (R39 axe).
Along the way I found a legendary Longinus and also picked up the free one, so I should have ample Item World diving potential. Thanks again.
Congrats on getting it, now the good stuff begins. Be sure to level up a thief to lv 4000 in order to have 99% steal rate all the time, you will need it when trying to steal from item god 2 and even more if you have strong bills passed.
