So in the "long term", bribery is a complete waste of time. But yes, its effects do roll over from vote to vote.

Senator combat can be cheesed a bit by combining senators. Tossing lower-levelled "no" voters at higher-levelled "yes" voters results in one even-higher-levelled "yes" voter. So long as you don't accidentally allow any damage to affect your "yes" voters (which'll make them change their vote, regardless as to who hits them), you can win easily this way.

First, raise your demon rank by passing exams, so that more senators appear, with higher level (= influence). Then, fill your inventory with cheap junk, select the "Raise military funds" bill (because it only costs 10 mana), bribe the senators, starting with the high level ones (note: satisfaction maxes out at "interested" for this bill), exit without casting the vote, repeat ad nauseam. After one hour or so, your chances to pass bills will be greatly increased. You may still need to pass the higher cost bills by force (like the Baal fight). If you do, you can use friendly high level senators by tossing opposing ones on them.

hmm so persuading senators in your favour is like a thing for long term? not just this one vote?
if that's the case the game doesn't do a good job telling you that

I was there a while ago beating my head against this same thing. It costs 700 mana to have this vote, and you need to win by a margin of more than 700 votes.

Thaaaat's not likely to happen easily. Your best bet is to do what Bomb Bloke did, and what I did. I had a vote, lost, but some and high level people were on my side. I tossed high-level allies into each other to make a super-high-levelled Senator, then tossed the lower-level hostile Senators into the big one to remove all opposition.

Wha I did was first keep going in there with my inventory filled with cheap crap from the shop ad keep raising the highest level people's approval of me. After I did that a few times I went to have the vote cast, and if even then it still won't pass I'd at least most likely have a high level senator who voted in my favour. Then fight the result and throw all the nays into the higher level yays

I had a really easy time passing Prinny Land with just bribing. Cave of Ordeals and beyond is where I hit an actual wall.

I don't mind grinding for votes, but I find it annoying that some senators seem to never want any of the items I have, ever.
