You can increase the level of enemies by passing Stronger Enemies bills through the senate. Also you can unlock hard optional areas that have high level enemies in them, also through the senate.
With that in mind... might wanna consider that the end game enemies go from around Level 50 to Level 90 within the same chapter, and you would reasonably be Level 40 to 70 for the Final Boss if you don't grind much/at all, so Stronger Enemies bills need to be used carefully.
