What determines likelihood of trying to counter?
Like is there a stat I can boost to try to make a character more likely to try to counter an attack?

It goes *something* like this: If your unit has not used an action, and has not defended, it can counter as many times as it has Counter stat. Doing any actions, other than move, effectively reduces your Counter stat by 1 for that turn. The higher your counter stat, the higher the chance to counter, nearly 100% with 2 counters.

The final counter possible is always quite random though.

I don't think there's any randomness to Counter. If you have Counter points left, and it's an attack that can be Countered, you Counter.

the stat I think you can boost is the counter number itself through approvals. Higher you have the higher chances to counter. I might be wrong someone correct me but if you continue Transmigrating you can stack as much counter as you want. At 6 counter I feel like I counter every single enemy. And you can keep going, might be good for archers

guessing in his game he passes the counter thing, then transmigrates and passes it again.

in MY game that sets the counter meter back to base but maybe it doesn't for him.

Stacking counter points through Transmigration.

For example my Fighter started out as counter 2 at rank 1. At rank 5 I have him at 6 counter.
I have not tried higher than 6 but I personally see no need, he ends up hitting 4 times back from 4 enemy attacks.. 3 counters with single enemy if it has high counter also.
Pretty sure you can add at-least 5 counter to anyone through Transmigration.

Most of my team is in between 3-6 counter. Maybe it does reset after 7 or more but like I said it was pretty much enough.

If I remember correctly by the way, I don't know how different this is from ps2 Desgaea but some people could get such high counter it would go off the screen.

A unit's counter stat is tied directly to its class tier (eg all Mages have 0,
Majins have 3, Divine Majins have 5, etc), plus one if the relevant bill has been passed during its current transmigration. It resets to the base for the chosen class every time you transmigrate, so you can't "stack" it by transmigrating over and over.

Supposedly speed has an impact on the odds of actually countering. Presumably the more you have vs your target, the more likely you are to counter them. You still effectively lose a counter if you attacked during your turn, though.
