The minimum specs are:
Dual Core with 2.1 GHz
Even my ten year old second PC can run this game perfectly without any issues at all.
This is not a flame or something. I'm really interested because I never had problems running this game.
Did you disable virus scanner while running it? And turn off all other programs that run in the background?
40 C is rather high in my opinion if your CPU is idling. Mine is 30°C on a Intel i7 2600k CPU while idling. 40°C when watching videos. And 50°C when playing Witcher 3 on my machine I have built myself 2012.
Don't know the temperatures on my older PC built in 2006 but I will try it out.
The room temperature is important, though. It's winter now so the temperatures are different in summer.
Windows XP, 570 GTX, i7 2600k intel: idle: 53°C, Risen 2 (everything max settings): 63°C
Windows 7, 570 GTX, i7 2600k intel: idle: 43°C, Risen 2 (everything max settings): 54°C
(I get the same temperatures if I play Witcher 3 on Windows 7)
After I looked up some benchmarks for 390x Radeon the temperature you experiencing may be just normal for that graphics card. Other people experiencing high temperatures with that graphics card playing different games as well:

I did say it ran hot at the best of times - which it does. Games like Witcher 3 and Mankind Divided really get it going. But there's no reason for Risen 2 to do it - it's an older game with nowhere near the textures and bells and whistles and stuff, But it's a Piranha Bytes game and I'm used to their half-made stuff,
So if you already don't like the game why would you play it?
I like Piranha Bytes games a lot because of they are real open world games. The controls are always very precise and no other 3D ARPG developer makes game worlds which are immersive like they do.
My graphics card (570 gtx from 2012) don't get hot playing Risen 2, Risen 3 or Witcher 3. Maybe that is because I read benchmarks before I decide which graphics card I buy. I still have no reason to buy another gpu since then because all my games run well enough.
Besides that a hot graphics card temperature can have many reasons like bad air flow in your case or the cooling of the graphics card is not very good in general.
