Civilians running to guards randomly in Karnaca Docks

I get to the long lane leading to the Wall of Light and there's two civilians to my left who just randomly turn tail and run screaming for the guards. I've not done anything, I've just walked up the road. Is this a bug or something? It's very frustrating.

Might be they saw you loot or pickpocket some money or something small like that.

The docks have this effect that - even though it's neutral ground - if they catch you fighting the guards in the distance, they will understand that you're the wanted man the posters are looking for, and things will get hairy.

I managed to work around it... The first time you walk past the chick gutting a fish on the wooden platform to the left and the guy in the corner just beside her, you have to walk along the road just under them until you reach the "Hostile Territory" mark then you can walk back and everything is fine. I guess it's just a bug... Very weird and specific but that if you don't walk on the road you trigger the NPC's.

It didn't happen for me. I reload whenever I'm detected, though, and I don't kill. That may have had something to do with things.
