The hell you know. Your game ctd just after selecting Corvo or Emily due to your elder cpu and you come to say there is a lot of problems still on the pc, when you don't even played the game.
The Pasmid
There are some people experiencing problems with the game, others don't.
As Diablerie said purchase it on pc and you have two weeks or two hours to refund it, it will always be better than play it in a console when we all know it has problems too and barely reaches 30 miserably fps
If try on pc don't play the first mission, I mean you run through it just to reach de dreadful wale and get to Karnaca, rhere is where you will see a real performance.
u can also play on pc and cap your fps, it's still better than on console but this really depends on your Rig.
@The Plasmid: if your PC has a descent configuration (4-threaded CPU, 2 GB graphics card, 4-8 GB RAM), than you can buy and enjoy the PC version of this excellent game. Alas, it still doesn't support CPUs w/o SSE4.1 (Core 2 Quad 6***, Phenom I&II, Athlon II), so either you should wait for the next patch (Arkane has promised to release it on December) if you have a CPU w/o SSE4.1, or you can buy the PS4 version of the game.
In case you decide to choose the last option, please watch the Digital Foundry's technical analysis of the game (https://www.youtube.com/watch?v=BZrR7JVSSq4) - the both console versions (PS4 and XBO) look and work worse than the PC version.
If you buy a physical copy you can just sell it later when you are bored and not satisfied with the game or games performance.
Do as you like ;)
If your PC's capable it shouldn't dip below its cap and if it does, reduce some settings.
i dont really care for good graphics,i just dont want framerate issues.
I also have a PS4.
