You can't fix it. It's not your rig. It's the engine.
But you can't, which is the point, there is no way to compensate. The engine needs more devloping. no matter what you try the out come will be the same.

I got the game run and feel pretty smooth by enabling adaptive sync from Nvidia control panel, limiting fps to 60 in-game and disabling v-sync in-game. Triple buffering ON. I still get a bit of stuttering and sluggishness on some of the demanding areas like the canal on the second mission or the main hall inside royal conservatory. But overall it runs and feels good.
