Why not? More info would be good, what have you done to try and fix the problem, are you getting errors, what is happening when you try to host etc.

i can host in windows 8.1 and 10 but, not in windows 7. is that your reason too?

That might be as Steam no longer supports 7 and I believe while the hosting
is on your local machine, the lobby uses the Steam platform to find players.

i figured out my problem at the very least. my root certificate was outdated and that prevented it from handling multiplayer.
