Report a translation problem
I've never seen this one in particular before; I don't even know where to point my finger at. (I mean, in the end it's always drivers, but let's not jump ahead of ourselves.
So restarting your PC works - does this mean merely restarting the game (with a minute pause inbetween) does not? Does the sound crackle only in the game, or affects all output in parallel (e.g. when you're listening to music in the background)? Are you using your PC's build-in speakers or a headset?
I was reading that people had mouse problems, but my only problem is with sounds.
I would guess you're somehow having issues playing .usm files, although I don't really know what might be causing this.
The good news is, at this point in the campaign, you only have two more cutscenes to go, so i hope the crackle isn't too bad. (You can always watch them on YouTube, for example.)

I had a good run and played many Cybran missions without issues and then it happened again.
I also noticed that when the sound crackling came in, that in the main menu when I move the mouse, the cursor disappears and flickers.
