Yes.
There is even an active pro-player community.
You will find games most easily during european evening.
You can also join this discord server and group to find people: https://steamcommunity.com/groups/SC2-OldButGold

Also, next time try looking at the forums, which are flooded with threads like this.
*sigh*
Now you may not like sup com 2, but plenty of people do.
Why has the game got many very postiive comments, well obviously because lots of people like the game....Mystery solved.
Though yes the campaign does rather suck, its just dumb, badly acted, badly scripted and full of plot holes and not a patch on supcom 1 or fa's storyline.
However I much prefer the multiplayer of 2 over 1. (do not mis understand, I still love the multiplayer of fa too)
There is not point in debating as its all opinion, you do not recommend it, that is fine.
I really recommend it.

However most of the above is irrelevant, op asked if people still play the game. The answer is yes they do. There are loads of threads with people asking to meet up and play games. You just need to reply to a thread and organise a game between you all.
Just so you know, looking at the actual steam charts in the last 30 days there was a peak of 613 players all playing the game at the same time, which is actually pretty good considering. Remember these are logged in at once, not the total amount of players (so its most likely the actual number of total players is much higher).
Though even more play fa. 768 peak in the last 30 days.
Just to put both Supreme Commander games into context though. Compare with more modern games
Homeworld desertts of Kharak, in the last 30 days had only 96 peak players.....
Dawn of War III only had 335 in the last 30days.
So yes lots of people still playing this oldie.
(I still cannot believe you even mention C&C4, I hope you feel dirty and need a shower after that, I feel like I need one for even typing its name, and I typed it twice).
