Can't you try playing a skirmish? Probably it's really just the main menu for some obscure reasons.
Otherways, you may want to try to stretch the 1920x1080 resolution to match your whole screen. try running in windowed mode and using alt+enter. Or doing some of the other fullscreen magic todays programs offer.
Last but not least... if your perfromance is on "hamster in treadmill"-levels, have you tried updating your graphic drivers? SupCom2 is notorious for having issues with the newest DirectX versions (because hey, who needs downwards compatibiltiy anyway?) and/or windows shenenigans interfering.

Yeah its acting like im running a new game in 8k. lol I did try to start a game, lag spills over into the game itself. Unplayable. Even messing around with all of the settings nothing made it better. I just did a fresh install of Windows before this and I have been playing other games just fine. Made sure Directx and VCredist was updated as well. Latest graphics drivers installed. Ive tried changing my display settings, running as administrator. Windows wants to run in compatibility mode for Windows 7 and I let it. Did absolutely nothing atleast visually. Everytime I close the program Windows says they detected a compatibility issue and recommend I send a report to them so I do. Tried overriding display scaling "application" and also "system" and "system enhanced" same issue. Also a few times it has launched in a weird color mode everything shows as purple and green. Tried settings in Nvidia Control Panel as well. Really stumped as I was just playing No mans sky in 4k...
ouch, dell xps from 2013 with hybrid disk emulation (use ssd as cache for hdd) that have problem on W10

are you sure it run with nVidia, NOT with IntelHD?
do you try disable anisotrope filtration and MSAA for game completely in nVidia settings?
are you sure that DirectPlay, .Net 2.x&3..x enabled in W components?
FRISBY Stereo audio 5.1 - hmm SupCom series not good with surround, try switch to 2.0 in driver settings, then try launch game
Anyway, OP, have you did the Troubleshooting 101? Re-install and verifying files?
"Wierd colour mode" means that something is interfering here. Either a start-up command (did you tried using a Cheat Engine?), Windows going nuts trying to fix "errors", or the game itself is having some issue.
Also, i'm not sure if getting the nVidia control panel doesn't rather screws this up... i have a bad experiences with X-COM:EW and nVidia.
Have you tried running the game in HD and entering it full screen? I know, this isn't your desired UHD, but if it works without lag, we know it's not a general issue.
Also, thanks for giving the specs, but for the sake of privacy on your side, and readibilty on ours, i suggest you to cut out the non-important parts next time.

Game crashes after intro... Steam Startoptions don´t solve tge Problem... anyone an idea?
Looking at your Specs, you have a fairly recent machine, so i assume it runs Windows 10. Please perform the standard procedures to make this game compatible with Win10 first. You can find them with an easy forum search.
There is no way surround sound is the issue. Its definitely display related. Privacy? I have no interest in hiding anything about myself lol. What are you referring to? No need to do a fresh reinstall as the install of the game is fresh and so is my Windows installation. Yeah I converted my drives to dynamic hoping to use it but I did more research and my HDD would dramatically slow things down so I didnt apply any other settings like RAID and as far as I know Windows doesnt offer a safe stock solution of going back. No I was not attempting to use any sort of command line start or cheat program. If I launch the program in 1080p the game will only use a very small part of the center of the display and isnt really playable that way.
GUYS THERE IS NOTHING WRONG WITH THE HARDWARE I AM USING. I was just playing no mans sky in 4k and I can run GTA 5 in 4K.
My computer has definitely had hardware upgrades. Not sure about PSU because I bought the computer two years ago from someone on craigslist and its been amazing for me. Getting an Alienware Aurora R8 soon with RTX 2070. I would imagine the guy I bought it from upgraded the PSU as he added the GTX 970 and the XPS did not come with it. I am able to overclock and up voltages so voltage is NOT the issue.
For the record Anisotropic filtering is set to "Global, application controlled" need to be specifically set to "off"????
There is no option for MSAA but MFAA has global setting "off"
Also, always try doing a fresh install, the reason is that the game download can already by glitched or lack files. This happens more often then you might think. That's why you shoudl verify your games.
Now, i'm glad you apparently got the game to run stutter-free.
The UI is using elements with fixed pixel sizes, meaning that when your screen has more pixels per cm², the elements are smaller. This is not a bug or anything, it is just not possible for developers to predict screen measurments one decade into the future. (Just play Half-Life with an 4K screen and try to find the HUD in the first place
You could run the game in HD mode scaled up to 4K, but obviously, this means a lower resolution, but seeable icons for you.
Last but not least "i have nothing to hide" - good for you. But this doesn't means you should go around giving people information that can be used to compromise your system. You may have nothing to hide, but you still lock your door, right? And my point about readability still stands.
