\Steam\steamapps\common\Call to Arms - Gates of Hell\mods
Add it here just put the folder that you want. It will load locally.

Unfortunately that didn't work for me. Put in that folder but wasn't able to find it in the mods tab.

Did you put it in a folder? It's possible you unpacked one folder too deep.

The folder created inside the mods folder must have a mod.info. So it would look like this: Call to Arms - Gates of Hell\mods\<name of mod>\ and inside the <name of mod> folder there should be a file named mod.info which you can open with notepad or equivalent.

If the folder you unpacked to contains another folder and no mod.info file you are probably unpacked too deep in the folder tree for the game to pick the mod up.

<name of mod> is the name of the mod you downloaded.

This file - 'mod.info' - should have the name of the mod at the Name entry (same name as the folder), a description at the Desc entry, MinGameVersion and MaxGameVersion could be set to 'any' but it's better if the mod creator has the correct game version set there.

If all these things are correct then you are out of luck with that mod.
