How do I use heavy artillery barrage?
I have researched it and loaded into a game with an officer but I cant find a flare gun or anything like that to to use it

you have to but it under the support tab of the unit menu.

It's not a "weapon" like a flare gun.

On the bottom right where your call ins are listed there will be other icons for airstrikes, artillery barrages and smoke screens IF you dragged them to the support call in on the main screen.

You need to drag them to the support call in or they icons will not appear on the bottom right for the battle.
