Report a translation problem
Have you taken direct control and manually aimed, got the reticle over the target.
Is your launcher on flat ground. Is the launcher correctly crewed.
Top of my head thoughts.
I haven't taken direct control. Is it necessary?
As far as I am aware it is correctly crewed
When you dont shoot yourself , then try the "attack ground" buttton then it should shoot where you want..... and when its not in a suiteable position, then it should move there.
You have to remember that the Rockets, specially German ones, launch from very low over the Ground... that means there could be easy a House or something in the Way , specially when you place it at some backyard of a Building.
And with the Nebelwerfer you also have to be carefull... the Rockets conttain so much explosives that it rivals Plane Bombs.
When i remember correctly even the 15 cm Version already has more Explosive Filler then 2 SC50 Airplane Bombs. (Blasting Bomb, Cylindric 50 kg)
It works if I take direct control. The "attack ground" button doesn't respond.
Thanks for the caution on the blast extent. I saw it is quite potent.
I just need to get the hang of reloading... It takes a while.

Avoid attack ground / attack target orders with the nebels, nebels in multiplayer are too valuable and need to be towed away immediately to a safe distance after firing. I use attack ground with long range howitzers occasionally, as the accuracy gets better with every shot as long as the aim doesn’t move so that order is perfect.
I would recommend binding the nebel to a hot key. Press and hold LEFT_SHIFT then press #1. Then on the map you can press 1 select your nebel and move the mouse around guiding your aim as well as occasionally checking on reload status. If you tow, you’ll have to manually load the nebel on a truck, but in direct control you can press and hold LEFT_SHIFT + G and that will unhitch the nebel automatically. If you do this right you can actually position the nebels azimuth quickly towards the target and cut down on your vertical and horizontal aim adjustment significantly.
