Assuming you own Talvisota and start a Conquest campaign as Finland :
You need to research Heavy Engineer in the tech tree. Up in the engineer section.
You need to recruit a unit of Heavy Engineers (the unit has 2 soldiers both heavy engineers).
Place them into a call in and during the battle or the prep stage you can use the bottom right panel (or hot bar if you add the relevant icons) onto the map to build the "bunkers".
The MG "pillbox" is a single build and you can build 2 of them per heavy engineer.
The 75mm gun bunker has 3 stages and each heavy engineer can only build one.
Start building and the concrete plinth (flat concrete platform) will appear.
Then select ANY engineer with a pickaxe and they can build the concrete wall.
Then select ANY engineer and they can build the 75mm gun.
You then need to add soldiers to actually crew the gun.
The whole process takes a fair bit of management but you can seperate the two heavy engineers to perform the builds in parrallel.
The bunkers are open topped and have a good range. Early in the campaign if you site them well they are magnificent. After the Soviets start bringing artillery and air strikes things might be a bit different.
