Black Screen on Launch

When I start CtA and select normal game mode from popup I get a black screen where the splash screen should be. It doesn't change. I can't even click on the X to shut the window and eventually have to close it with Task Manager.
If I start it in Safe Mode the game launches fine, except it's in a smaller window than usual.
I was activating and de-activating some mods in the session before I started getting the black screen so I suspect that has something to do with it. No mods are active now and it still won't start in Normal mode.
Is this something anyone has run into before?

I just found a pinned discussion that looks like it addresses this issue called "If your game fails to start".
Super complex so not sure if I'll attempt. Maybe it'll fix itself.
