The icon has countries included that aren't yet part of Gates of Hell.
Since you haven't supplied a screenshot no one else knows what you are looking at so it isn't possible to give a definitive answer.
What OP is talking about are the alliance flags - which have been present in the game well since at least 2021, unchanged this whole time. What do they signify? Nothing, by themselves. Does that mean they truly mean nothing? No - in fact they are a good representation of the devs' plans, at least based on comments left in multiplayer-related files.
You forgot to mention the Polish flag
Flags represent factions of valour mod.
And nothing else.
Romania? China?
