Why are AA guns so bad at shooting down planes?
I'm not sure what else to say. Even a Flak 88', doing nothing but watching the skys, is a one hit, one kill to any passing plane. While I've occasionally managed to shoot down a plane, it's never /before/ they've bombed anything.

What's the point? How are you meant to defend against airstrikes?

Unfortunately, the answer is: It is what it is. I don't know if there ever will be a satisfying fix. There are some Workshop elements tbh. i never tried them. I like games vanilla. For the moment you can select your unit and point on the plane it helps sometimes. For me personally i tend to left a Wirbelwind much behind my main battle line so he have nothing else in his range. Best is a spot near to where the Plane will probably turn. And a second more in the middle. This one i try to move a bit more to the flight pass as soon i know where and the first Wirbelwind didn't kill the plane in the first place (but don't put it directly under the flight pass this seems to cause problems as well). It does work most of the time. But yeah, you spent ManPower that is most time of the Battle not used.

It’s pretty easy if you direct control your aa, but i have only seen the ai shoot a plane down a handful of times on its own.

I think this is because the range of the artillery in this game does not match the actual situation. In reality, there is no situation where bombers fly within 200 meters before entering the firepower range of the anti-aircraft gun. Moreover, for this game, it seems that an airplane is like an armored vehicle floating in the sky, and high explosive bombs only damage the parts of its body, without considering the reality and physics of explosion shock waves.
