Units don't shoot when enemy is right next to/in front of them
I've encountered this problem in both vanilla game and modded missions. Sometimes ill have a squad or some units literally stare at an enemy while not shooting them. When I select them and command to attack they do.

Wondering if there are any mods or tweaks to fix this issue?

I assume you have it set to fire at will and not don't fire and the other one fire if fired upon also ya gotta be facing them... but your probably doing all of this ...

Are they refusing to fire at all or simply taking some time to aim first?

Everytime I see my units refusing to fire when I zoom in i am capable of seeing a terrain feature in the way, be sure it isn't happening to yours, top down view may be deceiving

Are you using any mods that extend view? I think that might be it but I can't say for sure. I have yet to see this myself. Do you see this happen in either skirmish or conquest? Who are you playing as when this happens? Or does it happen often?

I'm using a star wars mod with custom maps, and go my knowledge there aren't any obstructions to their view, but possibly some conflicting thing with a mod may have something to do with it. May just be some specific maps.

Sometimes they look at the enemy, but then don't fire until they assume a new position or I command them to attack

Your units still play by rules of fog of war, your commanding them attacking something they might not see however overrides it.

Honestly even with fog of war off or on I have this issue too where the units will not shoot at them. I have to take direct control and do it myself or else they will sit there and die. It feels like its been happening more and more in Conquest after the new DLC dropped.

make sure you do not double click. yeah theres an odd pause before they start shooting, but its kinda realistic as it gives the defender an advantage. Learn to press R and rotate where the enemy is, usually does the trick

There can be small cases like that, but large majority of them is unit not having vision while player does do to fog of war off or while having vision, not having clear way to shoot with something in the way.

The enemy does the same exact thing to me to .. they do not always fire at me though the should see me and if I put my unit on fire at will and if its infantry and if its PRONE it usually wins the battle even when 3 enemy are after it .. usually it takes out one or two .. This is great realism if you ask me... if you go to 3rd person and an enemy inf unit goes prone many times you can hardly see if if you are in a kneel you can see them stopping and moving and running around .. what is aggravating is once you are discovered and especially if you are alone even though you get out of their line of sight and hide will they will come and find you .. kind of like be pursued by a zombie.
