Because generally speaking a commander should NOT be bothering with telling every guy to
a) Dig a foxhole
b) Get into said foxhole
That's why you have NCOs and Junior COs. But as it's not the case in this game (well, 99% of the games, really) you have to do it by hand. Or they just stand there and take it, without even attempt to take cover, unless told to do so.
Dynamic Campaign speed is not enjoyable for a casual like me who wants to enjoy the game and take time using tactics
I find in the first 3 or 4 battles in conquest I miss the increase speed feature. Yeah the game is a bit slow and I want it to move along faster.
I don't believe Conquest was ever designed as a "single player" game mode. Maybe it has become longer and bigger?
Once you get 3 or 4 call ins and number of enemy units increases I believe the game is then meant to be played by multiple players. As a single player you will struggle to be everywhere and react to everything.
To overcome this issue solo players tend to rush researching "big" tanks and rocket artillery but that isn't really using "tactics".
See this thread for some suggestions because there are some things you can do whilst paused but issuing orders is not one of them.

You can still use tactics you just need to do it in real time. You have another thread about what I would call "time management" and I gave a suggestion in that thread.
