The "destruction" in question was in the sense of buildings physically falling apart piece by piece, which is also the case in the base game (Ostfront or just GOH), but it only applies to houses there and isn't as spectacular as in Liberation. Maps themselves can be made filled with craters and such and that's common for all maps.
Yup, the newer Liberation assets have bigger concrete buildings that can crumble apart, but in the base game it's just woodefn houses and smaller terrain pieces like towers, trees, low walls, and fences that can be destroyed.
