Starting by CtA is modernish focused and GoH WW2, each have their own DLCs if you want the "complete experience" (CtA is by now abandonware and with several issues pending).
If you want to play both they are both completely separate games and will need their own download.
Your question sounds like: I have Fallout 3 downloaded, do I need to download TES Oblivion if I want to play Oblivion or Fallout 3 is enough?
I already bought both.
