Can I install the Original Call to Arms and use it as some sort of "hub" and not have to download this standalone DLC?

Or do it the other way, install this DLC and the base games comes included with it.

To me, it seems ludicrous that this DLC is +- 65Gb and the base game is 40Gb (I might have swapped a number for the other, but either way, it's still correct) and that in order to enjoy the full Call to Arms experience, I need to have +- 105Gb of spare disk space, so that's why I'm asking if by downloading one of the two, I'll also end up downloading the other.

CtA and GoH have mostly nothing to do with each other.

Starting by CtA is modernish focused and GoH WW2, each have their own DLCs if you want the "complete experience" (CtA is by now abandonware and with several issues pending).

If you want to play both they are both completely separate games and will need their own download.

Your question sounds like: I have Fallout 3 downloaded, do I need to download TES Oblivion if I want to play Oblivion or Fallout 3 is enough?

I'd say it's more like "If I want to play GTA 5 and GTA 4, do I download just GTA 5 or do I need both to play both?" or "If I got COD MW2, do I also need COD MW1 to play both?"
