How big a campaign did you choose when you started? (small, medium, large, very large)
Seems like you are a couple of days in and haven't researched a decent AT weapon yet. As in a 50mm Pak 38 or better.
As a new player starting "Conquest" it can be difficult to work out what to spend research points on. It is possible to research "the wrong stuff" and then you've backed yourself into a position where it is very difficult to win.
The 75mm leIG Infantry gun has a very effective HEAT round that should take care of the T-28 (and anything lower) but that won't help if you haven't researched it yet.
As Germany you need to prepare early for the heavy Soviet tanks.
If you are having trouble with a T-28 just wait until the KV tanks roll onto the field...........
For the 37mm PaK 36 at close range (like 50m or less) use the APCR ammo. Make sure you hit a flat part of the tank nothing curvey, sloped or round. APCR isn't good if it isn't flat. At longer ranges use APHE.
The T-28 is a large tank so I assume it has a lot of "hull" HP. The 37mm is a small round so even if it does penetrate it will take quite a few shots to disable the tank.
The T-28 also has a large number of crew so it might take a long time to kill them all.
Tracks on the T-28 are covered and it can be difficult to track.
The Panzerbuche 39 AT rifle is next to useless unless you are right next to the T-28.
AT grenades will get he job done but the cost in your infantry may not be worth it. If you try AT grenades make sure you throw smoke to hide the soldiers in and approach from the rear flanks. The T-28 has two MG turrets on the front which will quickly mow down infantry if you aren't careful. Don't forget some versions of the T-28 have an MG in the turret rear so watch out for that one as well.
