You sure about that? Because I just bought this without buying Call to Arms and it runs fine at least through the tutorial. There's no big sign on the store page about needing to buy CtA stand alone.
Either Valve have stuffed up or the terms of the license have changed?
Possibly Best Way have allowed BWS to publish in their own right? Perhaps BWS has purchased their own license and no longer needs to use the one DMS had for Call to Arms.
Who knows - my advice is don't ask too many questions until after you've purchased the game

Indeed looking at the steam page it does not show up as needing CTA, wonder if I can just buy it ?

You can't buy DLCs without owning the main game so if you are able to buy GoH you are good to go. And dont forget you are able to refund, just try it out and if it's not working just use the refund option
