You're doing something wrong with them.
IGs are more accurate, the HE ammo costs 5 AP per projectile and has a decent explosion radius. They all have some form of anti-armour round included in their inventory.
I believe the 10cm mortar ammo is quite expensive an you get a very limited number of rounds with the mortar itself.
If you were using one ammo crate to supply two 10cm mortars I'd expect the ammo crate to run out of ammo very, very quickly.
Ammo for the 80mm mortar costs 5AP per projectile so you're probably better off with the 80 mm mortar for what you want to achieve.
The closer the mortar is to the target the smaller the CEP becomes. Firing at max range is a waste of ammo IMO.
I wouldn't invest any RP into researching any of the mortars for any faction. In Conquest you capture plenty of mortars and there's plenty of better options to spend your RP on.
A mortar is useful if you want enemy infantry to go prone and move slowly whilst some other weapon is causing casualties. It's pretty useless at actually causing any casualties on its own.
They can also be useful set up behind a steep hill or tall building that an IG can't fire over but that's very much dependent on the map.
The infantry gun is however quite a bit more MP to purchase and CP to place on the field but IMO it's worth the cost.
And also the fact that they chew through your ammo really fast, while not always giving great results due to the bad accuracy. I find mortars to be most effective if you bombard the area with a pair of them, and have at least an ammo trailer to supply them.
