It's tied to number of days you are into the campaign. Basically number of games/rounds played.
There are arrays in aformentioned files, depending on campaign length.
I've been playing for ages with a maximum of 3 targets, simply because you can't save in conquest and battles take to long otherwise.
You were able to sucesfully limit the number of flags? When i try it either crashes or just override my editions on this file
You have to be careful when editing any file, the syntax has to be on point.
The beauty in changing the number of flags per match is that a lot of the enemy AI economy is tied to the number of flags on the map: the more flags, the more units the AI gets, essentially.
I played a full campaign with 1 flag on defense and 2 on attack, and I really enjoyed it. Much more small scale, more opportunities for direct control. Absolutely recommend.

Just remove the 4:5 and you'll never get 4 targets.
