When units spawn on the map you have to either:
(A) Let them finish moving to their assigned destination point first before issuing them movement orders.
OR
(B) When the unit spawns onto the map wait for the "Your reinforcement Troops have arrived" Screen then click on the unit icon and hit the "Cancel Orders" button or tap the "F" key to stop them from moving, any orders you issue after they've stopped moving will no longer force them to return to base to finish their original order to arrive at their spawned in destination point.
PUT THEM ON REPORT!! AND PASS OUT THEM DEMERITS...
That's a gig for you, and for you, and for you, and for you...
Suspend leave for a month and then take them on a ten mile hike, full gear! Worked for Easy Company in Band of Brothers...
That should get their minds right...
There is a button on the panel that sets your units to 'roam'.
On occasions I've had multiple units elected and then accidentally set them to free movement.
They then do things similar to the above whilst I desperately try to set them back to "not idiots mode".
If you don't want your units to roam then make sure they all have the "hand" set. The button looks like a hand being held up to indicate 'stop'.
(1) They got Dysentery from eating the Salmon at lunch.
(2) Former submariner CSS Seaman Buckmanerheim who was reassigned as a Tankman after his unauthorized release of methane gas while onboard the KMS submarine
"Der Stachelrochen" (The Stingray) had a re-occurrence of that event while in the tank.

Just recently played the 1st map of the Finnish Skirmish (SP) "All around" Doctrine with the Limited Equipment Bonus of 3 Artillery Field guns. One of those gun crews would not, for the love of god, stay on the gun platform while they were not actively engaged with the enemy.
I counted, at least, 4 different occasions I found the weapons platform un-manned with all 4 crew members standing around, the other two gun platforms and their respective crews never left their post, just that one gun.
The only other time I've seen this was in a German Skirmish Map with a Nebelwerfer rocket launcher platform where just one member of the crew repeatedly left the platform.
Another strange quirk, I'm seeing, from time to time, is when after ordering a crewed weapons platform they will, occasionally, spawn onto the map with the "Do Not Fire" command activated.
I had ordered 2 Nebelwerfers to shore up a weak area in my front lines that the enemy AI was trying to exploit, in the heat of the battle I noticed the weapons weren't firing at the enemy in their direct line of sight, upon further investigation, I saw the guns had arrived with a default setting of "Do Not Fire".
Before the last update every weapons platform I had ordered as a reinforcement always came with a default setting of "Fire At Will", now it's a coin toss to see how they come onto the map.
Prior to the last update the only equipment that spawned onto the map with a default setting for "Hold your Fire" was Supply trucks, Gasoline trucks and supply crates.
Now I have to keep an eye on every piece of spawned equipment to make sure it's default setting is "Fire at Will".
I have a feeling the exiting of the tank crews is part and parcel to these strange quirks I've witnessed so far, even tho, I haven't experienced, yet, the fleeing of tank crew members.
Some of the larger weapons are set at Do Not Fire by default. I assume this was to conserve ammunition. The player needs to manually command them.
The long reload time could also be a consideration. Having your long range arty on a reload cycle after the AI fired it at three enemy soldiers but you miss the opportunity to shoot at a more important target is frustrating. (I'm still trying to find a balance with this issue - it sits and does nothing with the AI shoots at any old crap and wastes ammo)
I expect the Nebels are on Do Not Fire to stop them killing friendly troops with the rocket spam.
You really, really don't want the AI to select the closest enemy soldier and fire the Nebel barrage at him do you?
I believe the game has been like this for quite a while, it didn't change with 1.028.0 but a dev might correct me.
