I know exactly how you feel. I've given up on Conquest all together.
Have you ever tried playing the SP Skirmish games inside the Campaign menu?
That's my go to place and reason to not shelve this game.
I first tried the "Germany Skirmish Maps" and I'm still there, today.
There are 4 German Skirmish maps
(1) Early War
(2) Early - Mid War
(3) Mid - Late War
(4) Late War
Each map comes in 4 different flavors ( Doctrines)
( 1) Offensive Doctrine
(2) Defensive Doctrine
(3) Irregular Doctrine
(4) All around Doctrine
Basically, you get to pick and choose the weapons and troops designated for each
Doctrine type.
The best things about Skirmish Maps are:
(1) No time limits
(2) Pausing the game
(3) Game speed selection
(4) No rush to get ready for the human wave when the game starts (Maybe a recon or 2)
(5) The enemy AI leaves you alone, as long as you don't antagonize it. (Once you cross
the "38th parallel" and hit it with a stick it will come after you)
(6) Have all the time you need to properly set up an elaborate network of Tank traps,
Mine fields (AT & AP), Tank dugouts, trenches, etc...,etc...
( And Saving The Best for Last)
(7) You can take your time and build your very own Million Man Army, consisting of
Armored, Infantry, Mechanized, Motorized, Brigades. Then send them to the DMZ and
await for the completion of your Battalion sized Mobile Reserve and Quick Reaction
force to get built.
Seriously...where is this? I cannot find this at all under single player
The game needs a conquest that doesn't have this weird research and limited point system and just has divisions you can use so you and the computer start out with a era appropriate mini army instead of some random riflemen and a crate vs endless wave of 3 soldiers at a time spaced out.
Grand Campaign is the name for the scripted missions. They are single player only and you can slow the game speed down.
These missions are where most players usually start.
The Tavisota DLC added a Grand Campaign for Finland and I highly recommend it if you like this single player type style.
Skirmish is under the Multiplayer menu and uses the multiplayer engine (same as Conquest). You can pause but not slow down time. You can play versus other people or vs the AI or mix it all up and do both at once. Very versatile indeed.
There is a game manual available in Steam.
I'm sure all of this is in the manual.

No they don't they are part of the base game. I'm very sure of this but maybe I'll get yelled at for being wrong.
You can play the AI in Skirmish mode but you need to go into
MULTIPLAYER
SKIRMISH
LOCAL SKIRMISH
then select a map and game type etc
There are two game types
Battlezones
Domination
The gameplay is different for each type. Give them a try out :)
There are only three time periods
Early
Mid
Late
If you play Germany or USSR you can choose from 5 different doctrines.
If you play as Finland you can choose 4 different doctrines.
Each doctrine has different "special" units in it depending on early/mid/late war setting.
These units cost DP (Doctrinee Points) to call in.
You only get 100 DP to spend and never get anymore so spend wisely.
To pick a doctrine you need to pick a player army (country) first.
You can grab a friend and play 2 players vs 2 AI
You can have any number of AI players. (Well ok up to 8 see next point below)
You can watch the AI vs the AI (you need to enable spectators and move to a spectator slot)
Have some fun and learn the game outside of Conquest.
Once you're up to speed try a multiplayer game (PvP) and find out how different it is to play a real person.
Skirmish's I feel will never compare to the Dynamic campaign because there is no progression. Each battle in Skirmish is separate and so you aren't penalized for losing. In conquest winning or losing battles matters in a similar way to Total War. All conquest needs is more game modes rather than attack and defend. Give us a map to move around.

I'm wondering what Ch53dVet is talking about, I know it's not the mulitplayer skirmish it sounds like a 8 missions he's got from somewhere either dlc or mod.
What are you talking about? The Singleplayer Skirmishes are under the Singleplayer tab! You click Singleplayer -> Campaign -> Select Mission
In the following list you then can click on:
-USSR Skirmishes
-Germany Skirmishes
-Finland Skirmishes

!. Dynamic Campaign, i.e. Conquest where you have to build your army and research units and your units carry on into the next battle so losses matter for future battles.
2. The Main campaign. With a series of scripted Missions based on historical battles, Really standalone missions but with a narrative and introduction video on the real history. The forces are completely different in each mission, separated widely in time, and don't carry over into the other missions in any way.
Then there are two types of Skirmishes.
1. The standard skirmish, just like multiplayer battles but you can put in AI players to play against, and as allies, for a singleplayer battle.
2. A different mode, which you can find if you have the DLC, in the singleplayer menu, under the heading Germany Skirmishes, or Finland skirmishes. Like an attack mission where you have to capture the positions on the map. It can also be found in the multiplayer menu where you can do a co-op attack against the AI, like in the main story campaign.
The second type of Skirmish must require the DLC to play if people aren't seeing it (edit. yes the Talvisota DLC). It is right in the singleplayer menu where you select the main campaign from
Sorry about the confusion, I failed to mention I had purchased this game bundled with the whole Enchilada of DLC's. I was naive in assuming the base game came with the Skirmish feature instead of it being a byproduct of the DLC's.
