AFAIK Nothing you can do about the turret.
i think it shouldn't rotate unless there is enemy vehicle
in range.
but the body doesn't rotate anyway, except on fixed gun if you set movement to free.

still you can turn engine off for more stealth
Regular tanks (thouse who have a turret) aim with with the turret. They don't turn the hull, unless you activate 'move at will'.
Assault guns and tank hunters (tank w/o a turret) always aim with their hull, they have to. There's a separate flag in the .def-file for that. This can be disabled my turning of the engine.
Btw, you can limit the turning angle of turrets in the .def-file. You just need to add one line (for each tank). I've been playing for years with my tanks limited to +/-90°. Since tanks don't aim with their hulls it means they ignore everything thats behind them.
