Best really depends on what you want the soldiers to be doing but I assume you want combat troops to shoot at the enemy
Soldiers come in certain tiers or levels. (Even the crew of weapons and vehicles)
For infantry you can see the tier they have in brackets on the main screen of the conquest. The tile with the picture of the unit.
(2) Rifle Squad means the squad is tier 2.
(3) Veteran Rifle Squad means they are tier 3.
Tiers generally give more health, more accuracy with their weapons. Higher regeneration rate on health and stamina. More ammo and more goodies like AT grenades and smoke grenades.
Higher Tier soldiers cost more CP to place into your call in stages. So whilst they are more capable you can't have as many of them as say Tier 2 squads.
In general :
Tier 5 is the highest you can purchase.
Tier 2 is the "average" soldier. MG crew, AT riflemen, medics, engineers are all "bought" at tier 2.
Tier 1 is the lowest you can purchase. (Not much use in Conquest - not even as a meat shield)
There are some special units that don't follow the above but it's the easiest way to try to explain it.
The German Tier 5 infantry unit is the Fallschirmjager (Paratroops).
Brandenburger are tier 4. So they are more "elite" than most troops.
Brandenburger come with a stealth bonus but Fallschirmjager do not.
The Fallschirmjager squad comes with one soldier with a rifle grenade launcher and about 5 AT rifle grenades so the squad gets some ranged AT capability. Brandenburger only get the thrown AT grenades to use at very close range.
Because you are playing Conquest your troops stay with you for the next fight.
If a soldier get enough "kills" and survives the battle they gain experience and become a higher Tier. There is progression if they live long enough.
If you are new to the game then it can be difficult to keep them alive long enough for this to matter.
Since higher Tier troops come with more health when they are "bought" it can be easier to keep them alive long enough to progress but I believe it takes more kills for them to get to Tier 6.
I'm not sure how high the Tier system goes. I think I had a unit with tier 11 or 12 at one stage.
With more RP you can research further into the tree.
On "easy" you get enough RP to research the Fallschirmjager squad (not motorised) for the first battle.
You also get enough MP to buy two of them.
"Early", "Mid" and "Late" are timesframes used in the game for multiplayer settings so I didn't understand your use of that term in your original question. The infantry units on the tiles are actually all "mid" war units.
The Gebirgsjagers are tier 4 and are a prerequisite for the Fallschirmjager so you need to research them anyway (assuming you want the "best" sooner or later).
Unless you particularly want (and use) the stealth feature of the Brandenburgers I can't see the point in spending an extra 4 RP to research them.
The Brandenburgers are a dead end and lead to no other units.
