You can buy officers to lower CP, which means you can buy more units; You can even buy multiple officers then have a lot of units at the same time. The reason for such limit is for balance. devs don't want any side to have overwhelming existing units at the early stage of a battle, otherwise there's no need for low tier units. That's why there are time limits for better units. If you simply want a sea of tanks, maybe you can try test mode.
There is a way to change the rules for skirmish but you have to edit game files with notepad. you have to change the file type to zip and unzip them to access and do some editing and zip them back and change the file type. Not recommended

Host the game.
On the left is the player list.
I the centre of the screen you see these standard options :

Change Game Settings from Standard to Custom.
You now get additional boxes appear and some are for
Resource Settings 80 CP
Total Manpower 2150
You can then change those settings.
CP is a drop down box with values ranging from 80 to 250.
MP you can edit the box and select any number between 1000 and 50,000.
Remember that bigger armies means the host computer (yes it is under your desk not in some server cloud) needs to perform more calculations so you might find that with 6 players and 250 CP each the game gets pretty laggy and unplayable.
In multiplayer you can only ever call in a maximum of two officers.
If one or both gets killed they can't be replaced.
Each officer reduces the CP of your army by 25 CP (The max CP shown on screen doesn't go up the CP used goes down).
Keep them alive they are important.
