One thing you might be missing out on will be first person perspective for infantry, but it's nothing important anyway (plus there are mods for it).
So if you didn't enjoy CTA, GOH might still be the right thing for you. And if you won't like it, then go for a refund I guess.
P.S.: You might also want to wait for other people's opinions before you buy the game.
I found that Call to Arms modding was very limited.
Does the game have airstrikes and artillery strikes?
The sheer variety causes me a problem, I can rarely decide which to get.
I think the armor elevates the game above others. There's such a lot of them and are believable, no RNG I believe.
I think the crucial element is that real world tactics work. There are foibles as with all games.
But my 700+ hours testifies to my enjoyment.
Not only do you have a lot more unit variety, which adds to the replay value, but it's also so much more lively, what with all the yelling and screaming that can be heard amid gunfire and explosions. Sometimes it's just fun to sit back and watch the chaos unfold, unlike Call to Arms where everything feels robotic and lifeless.
It also helps that tank combat is a lot more satisfying in Gates of Hell. When you pen a tank, you FEEL like you did some serious damage. Call to Arms, meanwhile, just feels like slapping someone across the face until they just fall over, and that's if you can even hurt them due to the absurd armor values that make a good 80% of anti-tank weapons worthless. You won't have as much trouble penning tanks in Gates of Hell, thankfully.

1. Does it seem like the devs are planning additional expansion packs or is the game essentially going to be finished soon with only the occasional patch?
2. Is there a lot of flexibility in modding? It seems with Call to Arms there are many things that you cannot do via modding.

Exactly! Not sure what it is about Call to Arms but it really does seem robotic and lifeless!
The game is absolutely NOT finished! The devs have great long-term plans, and already have another expansion plannes for 2023

Well, both CTA and GOH are just as moddable at the moment. Don't expect much difference in this field.
A modding SDK for GOH will come out soon(TM) though.
I guess my point is that evaluating this game by the mods is a mistake. They aren't actually needed.
The reason modding is important to me is because I don't find the world war 2 era particularly interesting. I prefer modern or Vietnam war era...
Unfortunately all the best games (gameplay wise) seem to be based around World War 2.
I bought the game though, and i'm glad.
