What are the benefits of Officers in general?
Do they boost moral? Can they already spot stuff in a distance (binoculars)

Without a direct line of sight it sees nothing so it functions differently to the binoculars.
Since it is an open topped vehicle and one crew sits facing right and the other crew sits facing left it has a massive arc of sight around the unit. Very close to 300 degree field of view.
You might be able to use recon as crew and increase those arcs even more. I haven't tried this yet.
An officer using binoculars can get the "UAV" from the sky type view and doesn't require a direct line of sight but only out to 200m.
The is no morale in the game so officers don't influence morale at all.
This... it is because of this that I never get it. While binoculars can spot stuff hiding behind hills and cover, the shine werfer can't spot anything unless it has direct line of sight.
