Note that in all GEM engine games the thing that can hit FPS the most is usually the map, as opposed to NPCs like in most games, at least in my experience. So if you want big battles it's probably better to do it on a map without to much stuff on it
Well I can tell you that it's an older game engine that only utilizes 4 CPU cores. However, most strategy games won't use more than 4 cores. Even HOI4. So any time you have a crazy number of complex AI calculations, you're going to have lag. As designed, the game runs very smooth even with the AI spamming. I'm running a 5900x/6900xt build. But again, the game doesn't care that I have 12 cores/24 threads. It will only ever use 4.
In general the game runs smooth, but has a tendency for the occasional random crashes. However they have been decreasing over time. However the latest DLC made it happen more often again. So my guess there is some optimisation issues. But they are clearly working on it and as stated its getting better.
