First-person IS in the game, though it's not like an FPS. You have to switch the direct control mode (mine is on the T key-- don't remember if it's the default), which puts you in 3rd person mode, then if you zoom all the way in, the last level of zoom will be looking down the sights.
But yeah, thats quite dumb from AI, even in MOW2 AI knew that they should focus more on one group than a random grenadier in bushes.
Probably because players would whine if they were trying to save the tank to capture, and their units just tossed AT grenades with out them being commanded to.
Maybe you have disabled the turret, and are just waiting for the crew to jump out. So they can fix it and steal it. Then a random unit just blows it up. The AI does throw regular grenades on it's own. So the logic is there.
