I disagree. If GoH follows a similar path to MoW, then we can eventually expect various types of logistical support to come into play (cargo/ fuel trucks, medical wagons, etc). This is even more likely considered the average GoH map size is significantly larger than MoW. So horses would compliment a logistics package rather well. Plus since this focuses on the Eastern front, it's possible Poland would be eventually included which lead cavalry charges against German infantry (look up the battle of Krojanty).
Horses would add a lot to this game. i'm a little frustrated that I didn't think of it when writing in the suggestions thread three years ago. Single mounted soldiers would be useful for scouting, or a pair could pull AT or artillery around the map without being concerned with fuel expenditures or simply ferry ammunition to forward units. Felled horses could be used as cover similar to sandbag barriers.
Yes, I definitely would like to see horses added in a later DLC.
The time and resources necessary to implement horses in the game would probably be better used by the dev team for polishing and improving other game aspects.

If sauerkraut isn't listed in those resources I'm going to be very upset.
And, if you don't know, other nations - like Germany early in the war - also had cavalry units
We already have bicycles, motorbikes, unarmored cars and artillery tractors that fullfill those roles in the game. Scouting and towing are primordial aspects of gameplay in GoH, having one more option to do it would make great sense.
Besides, the horse model is already in the game.
Just give it the same code as the bicycle, make it able to tow light guns, and make it as fast off-road as on-road, done. We don't even need combat from horseback, just treat them as transports.
