I'm not sure about dynamic conquest, but in multiplayer/skirmish it requires the Irregular doctrine.

After your researched airstrike just put it to the last tab (start symbol) in your reinforcements,

You click on the box with no picture of a plane and then click where you want the air strike. Then the plane commits the air strike and leaves the field.
