Cannons have some really varied accuracy ratings, for historical reasons I guess. The german 88mm is super accurate, while the 75mm (non-Panther) and the 50mm are a bit unreliable. Soviet (tank) guns, on the other hand, are as inaccurate as they should be. However, I don't want a base increase in accuracy, since that would make the AI an absolute demon. Perhaps the "lock-on" bonus could be increased, just a little?
The inaccuracy of artillery in the game is a bit annoying (for me as ex-artillery soldier) but I see the necessity for it. Artillery would be too effective otherwise if you take into account the narrow space of the maps and the unrealistic ability to fire immediately after sighting an enemy.
Since i played a lot of sims, i think optics for both - germans and soviets were relatively good - soviets on T-34-76/M1943 had also periscope sight, which could be used for shooting from cover.
In Steel Fury (with STA paid mod) i used all tanks available for this mod, and need to say, optics were quite good. Same for Il-2 Tank crew, T-34 vs Tiger, and few other titles that i dont remember right now.
Thing is... balance. You are right, game would need much bigger changes with AI, spawn rate propably and spawn cost for tanks, as then, that steel beast would be terrible oponents for other players also.
