They both have dynamite. One has minedetectors.
I'm quite sure I salvaged the broken PzIII and made it out of the minefield (after detecting for mines)
Bonus: If you keep your vehicles on the road, you need to worry less about mines

You seem to be missing a few soldiers and a tank or 2 as well.
That is weird.
Maybe you should try to validate your files (right click the title in your library (the list on the left)
Go to properties ---> Local files ---> Check file integrity

works, just had to update the game
Hard or Hardcore doesn't affect the equipment or amount of units for the player.
It would require a different mapfile altogether, if you want different units or equipment.
They both have minedetectors in Hard and Harcore mode in mission 4.

Tip:
the mine detector can be added to a soldier's equipment. In map.pak at file 0.mi.
