Phlogistoneer on the other hand, while later on during the endgame can get actually strong, for a good chunk of your playthrough it'll just feel like a toned down Constructor without the minions. I won't say it's weak, even the worst classes can be viable and allow you to complete the game, but I'd definitely put Phlogistoneer on the lower end of a tier list. They can be great fun once you get Exocore boosts though.
Just pick whatever is the most fun for you. Even if you end up feeling like what you want to play is too weak, there's actually a mod that rebalances the classes and makes many of the skills and abilities far more viable.
Also, to note, Bounty Hunter is probably in the top 2 for most people's tier list just because of it's poison stacking being absolutely insane. The way the poison stacks makes that class really deadly. Still kind of a bit boring as it plays just like a typical ranged class though.
What is this rebalance mod? Any link?

Since you purposely left "tier list" vague, I'll give a few notes on what goes into mine.
- Having played every aRPG known to man, in all of them, there are two item affixes that, if present, instantly become more important than all others. The first is Magic Find which, in this game, is equal among all classes. However, the second, Movement Speed, gives two of the classes inherent advantages - Bounty Hunter and Elementalist. This also moves Phlogistoneer down to last place.
- However, getting one-shot out of nowhere is no fun at all, and for some reason the Elementalist falls prey to this so much more than the other classes that it drops to last place instead.
- Constructor is a pet class, and I find pet classes in most games to be extremely boring. So I'll put him slightly above Phlogistoneer.
- Paradoxically, I find Umbralist to be the opposite - so complicated and frantic as to be a complete pain in the ass. So he goes next. Except...
- Protector is an interesting challenge - but the interesting challenge is that playing in melee range in this game is often an automatic death sentence, and ironically, this class very often feels like it's running for its life. So I'll actually put it equal with Umbralist. Leaving:
1) Bounty Hunter
4) Protector
4) Umbralist
6) Constructor
7) Phlogistoneer
20) Elementalist

Keep them going :)
1.Complete defensless against swarm of ranged enemies once they circle u ,u are dead meat
2.Most of his kit are kickass early but late they suck ass,on inhuman ordeal u need smashing blow,shield block,painlessness and those 2 skills that allow to charge if u wanna survive longer than 5 mins
3.I dunno if it my luck for loot or whatever,so katarina have alot better dmg and hp (10 times more than van) and barely i gambled 2 strong items for her and one dropped just out of blue,but for van i have literall trash
Combo this 3 and inhuman ordeal and welcome in the pain train
