I wouldn't compare constructor to those at all. At least those classes had some viable self-dps components. Constructor does not. It's closer to Necromancer from D2, or actually if you've played it it's extremely similar to the Summoner in Hellgate London.
They also relied heavily on their pets, even in raids. Especially once they got buffs to the pets in Burning Crusade and Rise of the Zilart respectively. BH doesn't need to use any form of summon at all, while a Constructor has to manage at least one, usually more. Besides, a Constructor with Lead Storm has some good dps viability beyond his pets.
