Borislav is tricky to find the first time (or even 2nd time). He's a bit hidden in a corner spot near some tanks or something. If I remember correctly, he is South and very slightly East of the portal that you exit from. Your picture is not the correct spot to find him.
CORRECTION: The correct spot is further East than I thought. See my next comment.
There are two ways to go to this point where I posted the screenshot.
One way is through the double arrows thingy (the arrows pointing up and down) from the Lair and the other way is from the central circle thingy again in the Lair.
If you go through the central circle you can find Borislav. But if you go from the other way you won't.

I'm happy to hear that the issue is resolved for you.
It just looks like this game is somehow differently made than all the others.
For example I still can't figure it out why you are able to to finish a chapter with like 5 open quests, then it shows you some sort of screen with accomplishments for this chapter and how many things you've found and then you can go back and finish the rest of the quests.
But then a lot of questions popup.
Does completing a chapter mean that you miss on some of the quests?
How can you see all of the quests you've missed out on?
How can you distinguish which quests make you complete a chapter?
And so on ... there something that's not really thought through here.
2) There is nothing that I know of to help you spot the quests you have missed, other than to fully explore every map. The maps are of reasonable size, so this is very doable.
As usual, some people have posted guides to help you find all of the quests, if you think you might have missed some.
3) The story quests tend to naturally lead you from one story quest to the next. This is normal in the RPG's that I've played.
4) The journal tells you which quests are side quests.
This is one of those RPG's where you are expected to explore every nook and cranny of every map if you want to find all of the side quests. On Torchlight 2, it's fairly necessary to explore every map fully and complete every quest you can find, or you might be underleveled for the last boss. It's probably best to do that for this game, as well. Also, I think most people prefer to go into the options and turn on the respawn function for this game.
Some of my other RPG's have such large maps, and so very many side quests, that it's completely unnecessary to do all of the side quests. In fact, if you do them all and explore all of the map, you will probably be overleveled for the last part of the story. This would be true for Sacred Gold and Sacred 2 Gold, as well as Two Worlds: Epic Edition.
Every RPG is different, and has it's own rules for how the game is to be played. Part of the fun for me is to learn all of the new rules. I tend to always fully explore every map on my first run on every game, and I prefer not to consult guides or anything else unless I absolutely have to. It just spoils the "new" feel for me to do so, and deprives me of some brain exercise. If I get too frustrated, I do a keyword search on the Discussions pages for some answers.
