I know the OP intended me to spoil everyone with my solution but it has 5 lines; including comment and Input! can remove spoiler tag on request!

Slurp() # slurp works on Pogo; but fails to Slurp for Pogo alone
The slurp function has too much potential...
Just after learning that some rubbish goes to someone's room I slurped there.
Getting a modifier into the casino WITHOUT slurping must be the real challenge.
You just walk right in, check your balance and there you go. ;) Although make sure you are on the 2nd floor.
I haven't checked the other solutions, so might be a duplicate. I will work on another one where I don't use any computers with godlike functions. But that won't fit in 4 lines. :D
I believe the Mayor Mission was an optional follow-up to the Casino mission.

In my first playthrough, right after the factory mission, when the "flowers" appeared in the hotel. When I frist saw them, I instantly right clicked to hack them. They were connected to Hugin, so I added Slurp() to the code and voila. I was in the same room as the MainFrame right before the casino mission.
The story didn't take me there, but my curiousity. Afterwards I even checked if it is possible to hack the flowers with the stock modifier, it is. I think this one is an oversight by the devs, I couldn't slurp to any other computer in that room.
You are right, I went off track. But in my defense, I only added "Slurp()" to the code of a flower. :D
meet Pogo at the casino,
go to Hugin's neighbor or hack the computer in the Police that reads 'MissingPersonFinder ',
find Pogo's position,
send your modifier[s] to Pogo's position,
go though Casino Security,
go get your modifier[s]! :D
Actually no I don't consider that going off track at all. The story introduced the flowers, and you investigated them. Unlike the modifer in that one building that you can just pick up at the start of the game even though absolutely nothing even hints that there might be a reason to go in that building.
