odd. mine seems fine, I've only run into one addon that did this, I was kinda dissapointed when I saw it... also, it says missing file, but that cannot be because of those addons... Try "Menu_cleanupgmas" in the developers console (~ to open) so you can clear it...

Another possibility is that Gmod is just having an error installing, I'm not sure about fixing this because the Source Engine (valves game engine) is very unoptimized, which is why Valve's games like Gmod, TF2, L4D2, etc. have so many errors...
I found a solution to this problem.
Go to "steamapps\workshop\content\4000" and look in one of the folders. If the contents in one of the folders contains a legacy.bin file (or something similar) then you're in the right place. Back out and delete every file in the "4000" folder. I haven't confirmed this, but don't delete the 4000 folder itself. It probably will not have consequences but I haven't tested it myself, so better safe than sorry.
Once that's done, go to your Garry's Mod addons folder. If there's anything there, delete it.
Before launching Garry's Mod, make sure that you have enough space for your addons. This is extremely important!! If you don't have enough space, they will download but they won't install and you will have the same problem as before. This was my problem. Once Garry's Mod is launched, it should automatically start to re-download and re-install the addons. Make sure that you see at the bottom of your screen "Extracting Addon" for every addon that you download. That ensures that they are actually installing.
Once they are all installed, they should work properly assuming you have space for them. If they still do not work properly, I do not know of any other way to solve this problem, other than maybe trying to re-install Garry's Mod entirely.
There are probably different ways to solve this but this was the way that I did it. Hopefully this helps.
Edit: I've realized that this post started in 2017. He's probably solved it by now but just in case he has the problem again, here's a solution.
I just encountered the same issue here and tried your fix, but unfortunately it didn't work.
I had to delete my Garry's mod data and when I downloaded it again, the add-ons wouldn't download for me, it flashes through them all on the main menu but no sign of them at the addons folder. Although there were stuffs with the legacy.bin files at the usercontent/workshop folder.
Any ideas?
I'll be trying some fixes as well, i've subbed here so I hope i can fix mine too xD
so far I've tested Night's solution alongside unsubbing from all my workshop icons from in-game, which also uninstalls them.
what I see on screen is every addon I had flashing before my eyes, but none actually installing.
I'll wait with gmod off my hard drive for a week to see if it's something related to steam cloud
Before i had it on a custom folder, while still on my main drive, and for some reason it used to work before i switched os versions.
I have the same issue. I switched os versions and they no longer work. They're installed according to steam, and the in-game menu recognizes them and has them all enabled, but none of them show up. I have gmod installed "on my main hard drive x86/64 yadda yadda" :) but it still won't work
Maybe try removing and reinstalling steam to a different location, like your main user folder
Start > Run > steam://flushconfig > click ok
