The story-DLCs are decent and if you want more content you might want to get the pandory-box on sales - BL2/TPS are good games and together with 3+DLCs it is a decent deal normally.
I would suggest a good sale to get Season Pass 1 as that is the big campaign DLC.
With Season Pass 2 the main points are the Arms Race and the 4th Skill Tree for each character. Must be a very good sale (or perhaps bundle that includes both Season Passes) to match the value.
This is assuming you already have the prior Borderlands games. Otherwise you might look at a bigger collection (such as Pandora's Box) on sale to get the most overall value. And of course any of those bundles get a bit cheaper if you already own some of what is included.
So the base game is perfectly playable but the DLCs are a positive addition. You can get ultimate edition on sale if possible, think cheaper to get season pass DLCs this way (or one of the other bundles which include other games in BL catalog).
