How to use Atlas guns?

So I started playing BL3 recently and I still can´t figure out how to use Atlas guns :D
I use an Xbox controller on my PC.
I got this legendary pistol called Linc, and it seems to have two modes to switch between.
But when I use it I can´t really see the difference between those two modes.
I shoot at an enemy and no special effects show up.
When I use the smart bullets mode shouldn´t the enemies turn red when I hit them?
Because they don´t.

What am I missing here?

I tried to google for a guide on how to use Atlas guns and mechanisms, but didn´t find anything.

Never seen this pistol, now I have to go farm one googled it low damage low accuracy but high fire rate we will see how it works

I just thought smart bullets worked by themselves :D
