Does that mean my Physical damage gun only now will do Cryo damage too?

Yes. You can roll an anointment on shields and other items as well. ASE or ASS ( Action Skill End / Start ) for bonus elements can be pretty useful to proc either the effect, or trigger an action skill.

Since it fits in here, I have a related question.
There is an anointment that gives a chance for elemental explosions on critical hits. But this anointment can spawn on non-elemental weapons as well. Is this just an oversight and therefore useless, or does this result in explosions without elemental descriptor (like a standard grenade)?

I've no idea about that, Doom. Other anointments when I play like ASE next two mags don't rely on scoring crits, so I prefer them. I've tried that anoint in the past, but it did not seem worth it to me. Perhaps some builds / nova shields benefit from it.
