Will my friend need dlc in order to play co-op with me?

If i were to own all dlc for borderlands 3, would my friend who has no dlc be able to join and do a playthrough with me?

yes but not in the DLC areas

No. In order for you to play any of the DLCs together each one of you must have them purchased on their account.
Otherwise the game won't let you even travel to these DLCs when in co-op.
All the DLC gear will be also locked for the player who doesn't have the DLC.

So i can play co-op but no story/content dlc content will be available when in co-op

Any DLC content won't be available to them, assuming it works like Borderlands 2 did, you should still be able to use the arsenal you acquired in the DLCs, but may not be able to share it.
