I have tried everything and cannot fix micro-stuttering
My FPS is always fine except for random drops to the 50 - 57 range in a few areas that I chock up to just being bad optimisation.

Stutters however, are absolutely terrible. They're extremely brief (lasting less than a second) and happen seemingly at random, with the exception of boss lot spawns which seems to always trigger more stutters.

Current specs:
RTX 5070 (12gb vram)
AMD Ryzen 9 3900x
32gb DDR4 Ram
and Borderlands is installed on a recently purchased NVMe drive, so I highly doubt that this is a read issue.

I played this game a lot back in 2023 on my old graphics card (RTX 2080 Super 8gb vram) and I never had the stuttering issue, only the same fps drops which I decided to just deal with.

Some of the fixes I've tried are:

-Testing both DirectX versions (12 seems better for gameplay, though 11 still runs better in menus)

-Updating drivers

-Disabling texture streaming with the -NOTEXTURESTREAMING launch command (negligible difference to stutters, if any)

-Triple buffering and Vsync via the Nvidia control panel

-Disabling Volumetric Fog

-Reducing Draw Distance

-Turning all settings to lowest

-Disabling Control Flow Guard (CFG) for Borderlands 3

-Setting "TextureStreamingPoolSizeMBOverride" to 1 in the user settings ini file

I want to say a few maybe helped a little, but it was most likely placebo.
The stutters aren't a complete dealbreaker but are very irritating and I would really like to fix them.

2060 super, amd ryzen 7 2700, and 16gb ram...your pc is way better than mine, by a longshot. I'm getting 100+ fps and no stutters. I use the -notexturestreaming and works great. Something is up with your PC

This is the only game I'm having issues with.

You already have all your drivers/everything optimized/updated and this just might be weird problem. Sorry you're having issues. Wish I could help more. Your PC will hopefully run BL4 nicely when that drops.

Just for troubleshooting's sake: are you running DX11 or DX12 for your game?

This game does use a decent chunk of cpu power and doesn't like being cpu bottlenecked, I noticed a lot of stuttering when downloading another game in the background for instance, because cpu usage gets high and subsequently gpu usage goes low.

Use a performance monitor to check what is happening when the game stutters, if it is gpu usage dropping you might need a better cpu to minimize stuttering and make better use of your gpu.

If you don't want to upgrade cpu, a fps cap around 60 might help your cpu not overwork itself in the meantime.

try capping your fps and turning off volumetric fog
